Australia β Strongest claim. Fully backed.
CHC33021 Β· ASQA Β· ANZSCO 423111 Β· Visa Subclass 482 & 186 Β· training.gov.au
Primary Regulator
ASQA β Australian Skills Quality Authority
asqa.gov.au
ASQA is the national regulator for Australia's VET sector. RTOs delivering CHC33021 must be registered with ASQA. Redline's training delivery aligns with ASQA's Standards for RTOs 2025 β this is the regulator to cite for credibility.
National Qualification Register
CHC33021 β Certificate III in Individual Support (Ageing)
training.gov.au Β· National Register of VET
The qualification Redline's caregiver program aligns with. Listed on training.gov.au, Australia's official national register of VET qualifications. Requires 120 hours of practical placement and 15 units of competency.
Visa Class & Occupation
Subclass 482 TSS Visa β 186 ENS (Permanent Residence)
Home Office / Department of Home Affairs
Aged care workers sponsored under Subclass 482 (Temporary Skill Shortage) may transition to Subclass 186 (Employer Nomination Scheme) permanent residence after 2 years full-time employment. Requires AQF Certificate III or recognised equivalent.
ANZSCO Classification
ANZSCO 423111 β Aged or Disabled Carer
Australian Bureau of Statistics (ABS)
The official occupational classification code for aged care workers in Australia and New Zealand. Skill Level 4 β requires AQF Certificate II or III, or at least 1 year of relevant experience. Used by employers and immigration authorities.
Homepage claim assessment
Valid and verifiable. Australia is the strongest citation β CHC33021 is listed on training.gov.au, ASQA is the named regulator, and Subclass 482/186 is the specific visa pathway. All three can be cited on the homepage.

"Graduates holding a CHC33021-aligned credential (AQF Level 3) may be eligible for employment sponsorship in Australia under Visa Subclass 482 (Temporary Skill Shortage), with a pathway to Subclass 186 permanent residence after two years. Occupation: ANZSCO 423111 β Aged or Disabled Carer. Regulated by ASQA (Australian Skills Quality Authority). Qualification listed on training.gov.au."

United Kingdom β β Material policy change. Urgent update needed.
Home Office Β· Health and Care Worker Visa Β· SOC 6135/6136 closed July 2025
β Critical Policy Change β July 2025
SOC 6135 & 6136 (Care Workers) closed to new overseas recruitment
UK Home Office β Immigration Rules July 2025
From July 2025, the UK Home Office ended new overseas sponsorship for SOC occupation codes 6135 (Care Workers) and 6136 (Senior Care Workers) under the Health and Care Worker Visa. New applicants from overseas cannot be sponsored under these codes. Only limited transitional in-country arrangements remain for workers already in the UK.
What remains open (UK)
Higher-skilled NHS roles still eligible β RQF Level 6+
NHS Employers / UKVI β nhsemployers.org
Registered Nurses (SOC 2231), Allied Health Professionals (SOC 2217), and clinical management roles remain eligible under the Health and Care Worker Visa. These require RQF Level 6 qualifications (degree equivalent). Redline's current Certificate-level program does not align to these codes.
The specific occupation codes covering caregiver roles (SOC 6135/6136) were closed to new overseas applicants in July 2025 under the UK Home Office's immigration white paper reforms. Displaying UK as an open career destination without this caveat is a trust and compliance risk.
Recommended action β two options
Option A (Remove flag for now): Remove π¬π§ UK from the homepage destination selector until the pathway is re-evaluated. Replace with a note: "UK pathway under review β policy changed July 2025. Check back for updates."
Option B (Honest framing): "The UK's Health and Care Worker Visa (regulated by UKVI / Home Office) previously included care worker roles under SOC 6135/6136. As of July 2025, new overseas sponsorship for these codes has been suspended. Graduates interested in UK work should monitor gov.uk for updated occupation lists, or consider higher-level clinical qualifications (RQF Level 6) for currently eligible NHS roles."
Recommended: Option A now, monitor gov.uk for changes. Restore flag only when a confirmed pathway reopens.
Canada β Valid pathway. Needs specificity and a caveat on caps.
IRCC Β· NOC 44101 Β· Home Support Worker Pilot Β· Enhanced Caregiver Pilot Β· launched March 2025
Primary Regulator
IRCC β Immigration, Refugees and Citizenship Canada
canada.ca/IRCC
IRCC administers all caregiver immigration programs in Canada. The Home Care Worker Immigration Pilots (launched 31 March 2025) are the most relevant pathway β offering permanent residence upon arrival for eligible caregivers with a qualifying job offer.
Occupation Classification
NOC 44101 β Home Support Workers, Caregivers & Related Occupations
Statistics Canada β National Occupational Classification
Formally launched March 31, 2025. Covers seniors support, personal care aides, and live-in caregivers. No LMIA required for the Home Care Worker Immigration Pilot. Over 26,200 new job openings projected 2022β2031. 1,252+ active vacancies on Canada Job Bank.
β Important Caveat β Annual Cap
2,750 applications per stream per year
IRCC β Home Care Worker Immigration Pilot
Each stream (NOC 44100 child care; NOC 44101 home support) operates under a strict annual intake cap of 2,750 applications β 5,500 total. When the cap is reached, intake closes. Applicants must meet language (CLB 4), education (high school equivalent), and experience requirements.
Job Demand Data
Canada Job Bank β Active Caregiver Vacancies
Employment and Social Development Canada (ESDC)
Job Bank Canada currently lists 1,252+ vacancies for NOC 44101. Ontario and British Columbia are the two highest-demand provinces. The Job Bank is an official government labour market resource employers and workers can both access.
The pathway is real and recently improved β the March 2025 Home Care Worker Pilots are the most significant caregiver immigration change in a generation. However, annual caps of 2,750/stream mean availability is not guaranteed. The claim is valid but needs the NOC code and IRCC citation added, and an honest note about intake caps.

"Canada's Home Care Worker Immigration Pilot (launched March 2025, administered by IRCC) offers direct permanent residence for eligible caregivers under NOC 44101 β Home Support Workers and Caregivers. No LMIA required. Over 26,200 new positions projected by 2031 (ESDC). Annual intake cap: 2,750 applications per stream. Requirements: job offer from a Canadian employer, CLB 4 English/French, and high school equivalent education."
Add: "Intake opens annually β monitor canada.ca/caregivers for exact dates."
Singapore β Verified and active. Indonesian workers already dominant.
MOM Work Permit (FDW) Β· AIC SkillsFuture WSQ Β· 250,000+ FDW active Β· Indonesia top source country
Primary Regulator
MOM β Ministry of Manpower Singapore
mom.gov.sg
MOM administers Singapore's Foreign Domestic Worker (FDW) Work Permit scheme. Over 250,000 FDWs are currently employed in Singapore (MOM 2025), primarily from Indonesia, Philippines, and Myanmar. Indonesia is the single largest source country. MOM has confirmed increasing demand due to Singapore's aging population.
Qualification Pathway
WSQ Healthcare (Community Care) β AIC + SkillsFuture Singapore
Agency for Integrated Care (AIC) Β· SkillsFuture Singapore (SSG)
The Agency for Integrated Care (AIC), under Singapore's Ministry of Health, administers the WSQ Higher Certificate in Healthcare (Community Care) β the standard qualification for community care workers. Foreign workers with Australian-equivalent qualifications are recognised as having stronger credentials, improving placement prospects.
Demand Data (MOM, Oct 2025)
MOM Parliamentary Answer β Growing FDW Demand for Senior Care
Singapore Ministry of Manpower
MOM confirmed in a Parliamentary answer (October 2025) that there has been increasing demand for FDWs to care for seniors due to Singapore's aging population. Employers qualify for FDW Levy Concession (reduced from SGD 300 to SGD 60/month) when caring for citizens aged 67+.
Caregiver Training Grant
AIC-SSG Caregivers Training Catalogue β FDWs Eligible
Agency for Integrated Care (AIC) + SkillsFuture Singapore
Foreign Domestic Workers who are caregivers are eligible for Singapore's Caregiver Training Grant (CTG) β SGD 200/year subsidy for relevant courses. This means Redline-trained FDWs can continue professional development in Singapore at subsidised rates, strengthening their value to employers.
Valid and well-backed. Singapore is currently the most accessible destination for Indonesian caregivers β 250,000+ already working there under MOM's FDW scheme. Indonesia is the top source country. Adding the MOM citation strengthens trust significantly.
Recommended copy β replace current homepage Singapore claim
"Singapore's Ministry of Manpower (MOM) Work Permit (FDW) scheme employs 250,000+ foreign domestic workers, with Indonesia as the primary source country. Redline-trained caregivers qualify for placement through MOM-licensed employment agencies. Employers caring for citizens aged 67+ qualify for the FDW Levy Concession (MOM) β making Australian-standard credentials a competitive advantage. Professional development supported by AIC-SSG Caregiver Training Grant (SGD 200/year)."
Add: "Singapore pathway is currently the most accessible for Indonesian caregivers. No degree required. Work Permit issued by MOM."
United States β No dedicated caregiver visa. Narrow, competitive routes only.
USCIS Β· H-2B (66,000/yr cap) Β· EB-3 "Other Workers" Β· long green-card backlog
Primary Route β Temporary
H-2B Visa β Temporary Non-Agricultural Worker
USCIS / U.S. Department of Labor
Home health aides, CNAs, personal care aides and patient care technicians can qualify for H-2B, but only where the employer's need is genuinely temporary (seasonal, peak-load, or one-time, e.g. hospice care). It is not a route to permanent caregiving jobs. Subject to a statutory cap of 66,000 visas per year, shared across all industries, allocated by lottery when oversubscribed.
Permanent Route β Long Wait
EB-3 "Other Workers" β Employment-Based Green Card
USCIS / Department of Labor (PERM labor certification)
Covers caregiver-type roles requiring less than 2 years' training or experience. Requires employer sponsorship and PERM labor certification. Realistic, but processing and visa-number backlogs commonly run several years depending on country of origin β this is a long-term, not near-term, pathway.
β Important Caveat
No H-1B or dedicated "care worker visa" exists
USCIS specialty-occupation rules
Caregiving roles generally do not meet H-1B specialty-occupation criteria, which require a position needing at least a bachelor's degree in a specific field. There is no single, direct "nanny visa" or caregiver visa category in the US β families and employers must work within H-2B, EB-3, or (rarely) J-1 exchange categories, each with strict limits.
congress.gov β Immigration Options for Foreign Health Care Workers
Homepage claim assessment
The US is real but should not be marketed the same way as Australia or Singapore. There is no dedicated caregiver visa: H-2B only covers genuinely temporary employer needs and is capped at 66,000/year across all industries; EB-3 is a valid permanent route but carries a multi-year backlog. Any homepage claim needs to state this clearly to avoid over-promising.
Recommended copy β if adding a USA destination card
"The United States does not offer a dedicated caregiver visa. Graduates may be considered under the H-2B Temporary Worker visa (USCIS/DOL, capped at 66,000/year, for genuinely temporary employer needs) or the EB-3 "Other Workers" green card (employer-sponsored, PERM labor certification, typically several years' wait). Both require an employer to formally sponsor the position."
Add: "US pathways are narrower and slower than Australia, Singapore, or Germany β recommended as a secondary, not primary, destination."
New Zealand β Verified. Clear work-to-residence pathway for care roles.
Immigration New Zealand (INZ) Β· Accredited Employer Work Visa (AEWV) Β· Care Workforce Residence Β· ANZSCO 423111
Primary Regulator
Immigration New Zealand (INZ)
immigration.govt.nz
INZ administers the Accredited Employer Work Visa (AEWV), the main route for foreign care workers. Employers must be INZ-accredited, and the role must match an approved occupation and ANZSCO/National Occupation List (NOL) code. NOL is progressively replacing ANZSCO as NZ's official classification system.
Care Workforce Residence Pathway
Care Workforce Work to Residence (Appendix 14)
Immigration New Zealand β Green List framework
Eligible roles include Aged or Disabled Carer, Residential Care Officer, Personal Care Assistant, and Nursing Support Worker. After at least 24 months' employment with an accredited employer, paid at or above the care workforce rate (NZD 28.25/hour, 2026), workers may apply for residence.
Occupation Classification
ANZSCO 423111 β Aged or Disabled Carer (transitioning to NOL)
Immigration New Zealand / Stats NZ
New Zealand currently shares the ANZSCO 423111 code with Australia for aged/disabled carer roles, while progressively moving to its own National Occupation List (NOL). Skill level 4β5 roles on the Care Workforce list can still receive up to 3-year AEWVs with a residence pathway, an exception to the standard 3-year cap for lower-skill roles.
Requirements Caveat
English, wage rate & employer accreditation conditions apply
Immigration New Zealand
Skill level 3β5 roles require proof of English proficiency (e.g. IELTS). Employers must be verified on INZ's public Accredited Employer List. Pay must meet at least the care workforce residence rate. AEWV approval rate is currently around 91%, but all conditions must be met precisely.
immigration.govt.nz β Operations Manual, AEWV currency & conditions
Valid and well-documented. New Zealand offers one of the clearer work-to-residence pathways for care workers among the destinations reviewed, provided the employer is INZ-accredited and the wage/English requirements are met. Shares the ANZSCO 423111 code already used in the Australia block, easing content reuse.
Recommended copy β if adding a New Zealand destination card
"Graduates may be eligible for employment in New Zealand under the Accredited Employer Work Visa (AEWV), regulated by Immigration New Zealand, in care roles such as Aged or Disabled Carer (ANZSCO 423111). After at least 24 months with an accredited employer at or above the care workforce wage rate, a Care Workforce residence pathway becomes available."
Add: "Employer must appear on INZ's public Accredited Employer List. Requirements verified against immigration.govt.nz as of July 2026."
Europe (Germany) β Verified. Government-to-government, free of charge.
GIZ Β· Bundesagentur fΓΌr Arbeit (ZAV) Β· Triple Win Programme Β· KP2MI (Indonesia) G2G partnership since 2021
Primary Programme
Triple Win β GIZ & Bundesagentur fΓΌr Arbeit (ZAV)
giz.de / triple-win-programm.de
Official, non-commercial recruitment programme run jointly by Germany's development agency (GIZ) and the Federal Employment Agency's international placement division (ZAV). Indonesia is a confirmed partner country alongside the Philippines, India, and Tunisia. Over 8,000 nurses placed since 2013, entirely free for candidates β all costs are covered by employers and the German government.
Indonesia G2G Partnership
KP2MI (Ministry of Migrant Worker Protection) β GIZ Cooperation
KP2MI Β· GIZ Jakarta Office
A government-to-government partnership between Indonesia's KP2MI (formerly BP2MI) and GIZ has been active since 2021, running two application/selection rounds per year. GIZ Jakarta supports professional preparation, German language acquisition, and integration in Germany. KP2MI is exploring expanding placement beyond nursing into other skilled-worker sectors.
Qualification & Language Pathway
Pflegehilfskraft (Nursing Assistant) β Pflegefachkraft (Recognised Nurse)
German state recognition authorities (Anerkennung)
Candidates begin work as a Pflegehilfskraft (nursing/care assistant) at B1 German, earning approx. EUR 2,900β3,600/month, while pursuing full Pflegefachkraft recognition (B2 German plus a specialist language exam), which raises pay to approx. EUR 3,500β4,500/month. Since March 2024, an Anerkennungspartnerschaft visa allows arrival at A2 German while recognition is completed in Germany. Full journey typically takes 12β30 months.
Scope Caveat
Triple Win targets nursing-track roles, not general aged-care aides
GIZ / Bundesagentur fΓΌr Arbeit
Triple Win is structured around nursing qualifications (Pflegefachkraft track) rather than a direct equivalent to Australia's CHC33021 aged-care aide qualification. Redline graduates would typically enter as Pflegehilfskraft (assistant level) and pursue further recognition β this should be framed accurately rather than as a direct one-to-one match with the AU/SG pathways.
Valid and strongly backed β a confirmed government-to-government channel already exists between Indonesia (KP2MI) and Germany (GIZ) since 2021, and it is free of charge to candidates. The main nuance: it is a nursing/care-assistant track requiring German language progression, not a direct match to the AU/SG aged-care-aide model, so copy should frame it as a distinct, longer-term pathway.
Recommended copy β if adding a Europe (Germany) destination card
"Through the Triple Win Programme β a joint initiative of Germany's GIZ and Bundesagentur fΓΌr Arbeit (ZAV), run in partnership with Indonesia's KP2MI since 2021 β graduates can pursue a free, government-backed pathway into Germany's care sector, starting as a Pflegehilfskraft (care assistant) while working toward full Pflegefachkraft recognition."
Add: "German language study (starting at A2βB1) is required before departure. Program is free β never pay a recruitment fee for Triple Win placement."
